Good Morning, welcome this Newschannel 34 Daybreak Update. I'm Colleen McCoy. Today is Thursday July 24th. Heavy rain dumped four or five inches of rain on parts of Delaware and Sullivan counties yesterday. And, that caused some major problems in Roscoe and Colchester. Parts of several roads were wiped out including part of Route 206 - the same area that was badly damaged during last year's flash flooding there. Beaver Kill Road and several other roads are also closed. A full damage assessment will be done tomorrow. Several homes and many low lying areas were also flooded and people had to be evacuated. No one was reported missing. The heavy rain was also a cause for concern for some people in Colesville. Part of Allen Road floods in storms like this. Residents say a combination of shallow ditches, runoff from years of black-top buildup on Route 7 and recent changes to the railroad tracks all contributed. One homeowner would like to see more done to prevent potential flooding. But, she says she is grateful after the June of oh-six flood, creek work was done, which helped keep water in its banks yesterday. Vestal water rates will be going up. Last night, a public hearing was held about the issue. One figure being looked at is two dollars and 24 cents per thousand gallons of water. That would be an increase from a dollar - 99. A rough usage figure for an average homeowner is about ten thousand gallons of water per quarter. Trustee Emil Bielecki says money needs to be raised because of an increase in capital expenses from new tanks to emergency generators. The board wants to discuss the issue more before voting. 6--thousand athletes from all over New York State- some as old as 75 - as young as ten and their families are in town. Last night, an opening ceremony for the Empire State Games was held at Binghamton University. Events are on campus and off with sports including gymnastics, baseball, boxing, track and field, and many others with some top notch athletes that will be competing. The games wrap up Sunday.
